Focus on Education, Not Administration: Call to Stop Assigning Teachers Non-Teaching Duties

Bhubaneswar, 14th Oct 2025:  It has been four months since schools reopened after the summer holidays, yet teachers have not been able to focus fully on teaching. This is because the government has been deploying teachers for various non-teaching duties, leaving them with little time for actual classroom instruction.

With many schools already facing a shortage of teachers, additional responsibilities are causing mental stress among them. Currently, teachers have been instructed to conduct a survey under the ULLAS portal, collecting self-signed educational details from individuals above 15 years of age and submit the reports.

Raising concerns over this, President of the Primary School Teachers’ Association, Brahmananda Maharana, and General Secretary, Bibhuprasad Sahu, have demanded through a press statement that teachers be exempted from such non-teaching assignments like the ULLAS survey.

According to teachers, if they are expected to teach from 10 AM to 4 PM, they are uncertain when they will have the time to conduct the ULLAS survey. Moreover, no additional remuneration is being provided for the task.

On the other hand, not all teachers have been given tablets or mobile phones, and even for those who have, many devices are non-functional due to lack of internet connectivity. In many rural and remote areas, internet access is still not available.

Teachers complain that in primary schools, instead of teaching, they are constantly asked to carry out non-academic tasks and send photos to higher officials as proof of compliance.

They further noted that, except for election duties, the law prohibits engaging teachers in non-teaching assignments, yet the government continues to involve them in such tasks knowingly.

This issue has also been raised by members of the Primary School Teachers’ Association executive body, including Krushna Chandra Behera, Sudhanshu Mandal, Dharanidhar Mallik, Agadhu Sethy, and Keshab Dalai, who have expressed their strong dissatisfaction and concern.
