Bhubaneswar, Dec, 06: The Directorate of Elementary Education has emphasized the importance of completing the online teacher transfer process within the district promptly. The department has directed all district education officers to take immediate action to conclude the online inter-district teacher transfer process.
The Online Teacher Transfer Portal was launched on November 28 and will remain operational until December 25. By this date, all inter-district transfers of elementary cadre teachers must be completed within the districts.
It is worth mentioning that the High Court has ruled that teachers cannot be transferred based on the recommendations of Members of Parliament (MPs) or Members of the Legislative Assembly (MLAs). The government’s order from May 13, 2025, regarding such transfers has been canceled. Additionally, the court has disapproved of political interference in education matters.
According to the new guidelines, teachers and educators will be reassigned to their original positions after the academic year ends, not during the academic year. Teachers who were transferred based on the recommendations of MPs or MLAs will return to their previous schools.
In this regard, the Chief Justice, Dikshit Krishna Sripad, issued the directive after hearing more than 30 cases related to teacher transfers.
The state government’s policy this year allows legislators to recommend the transfer of up to 15 qualified teachers within their constituencies. However, there have been allegations that the government’s policy on teacher transfers is unfair and that it has negatively impacted the transfer process.
