Government Extends Grant-in-Aid Benefits to Block Grant Lecturers

Cuttack,23rd Aug 2025: Nearly 488 block grant college lecturers will now be entitled to all benefits under the Grant-in-Aid Placement Rules, 2014. According to a landmark judgment delivered by the Orissa High Court on Wednesday, this category of lecturers will be eligible for Group-A (Lecturer) and Reader State Scale positions.

As a result of this order, thousands of block grant lecturers across Odisha will benefit. The judgment was delivered by Justice D.K. Sripada in connection with a case filed by Loknath Behera. The High Court also directed the State Government to provide all admissible benefits to the petitioners within eight weeks.

Financial benefits to be applicable from the date of judgment
The High Court made it clear that while block grant lecturers will be entitled to promotion and other service benefits as per rules, financial benefits will only be applicable from the date of pronouncement of the judgment.

The State Government had argued that if this ruling is extended to all block grant teachers, it would result in thousands of similar cases and place a huge financial burden on the state exchequer. However, the Court rejected the Government’s earlier order denying Grant-in-Aid benefits and ruled in favor of the petitioners.
