Finance Department Under CM’s Review: Odisha Chief Minister Assesses Revenue Collection, Expenditure and Key Financial Management Issues

Bhubaneswar,Aug 18 [UDN}: Chief Minister Mohan Charan Majhi today reviewed the functioning of the Finance Department at Lok Seva Bhawan and advised officials to further strengthen the state’s revenue collection mechanism while increasing programme and capital expenditure to accelerate Odisha’s overall development.
The Chief Minister emphasized that an efficient revenue collection system is essential for the comprehensive development of the state. At the same time, he stressed the need to expand capital and programme expenditure so that development activities and economic growth can be accelerated.
During the meeting, the Finance Department made a detailed presentation on the state’s revenue receipts and expenditure. According to the data presented, the state’s revenue comes from several sources, including 10% from Central Government grants, 31% from the state’s share in Central taxes, 31% from its own tax revenue, and 28% from its own non-tax revenue.
Revenue Collection Rises 7.3%
The state recorded total revenue collection of ₹61,593 crore up to July of the current financial year. This represents an increase of 7.3% compared with the revenue collected during the corresponding period of the previous financial year.
The state’s total own revenue also registered significant growth. Up to July, own revenue increased by 11.9% compared with July of the previous financial year.
Similarly, the state’s own tax revenue increased by 9.3%, while its non-tax revenue recorded a growth of 14.8% compared with the corresponding period of the previous year.
Programme Expenditure Up 19.1%
The meeting also highlighted substantial growth in expenditure on government programmes.
Up to July of the current financial year, programme expenditure increased by 19.1% compared with the corresponding period of the previous year. The increase reflects greater spending on various development and welfare programmes being implemented by the state government.
Capital expenditure, or Capex, also registered significant growth.
As of the end of July 2026, the state had incurred total capital expenditure of ₹11,300 crore, compared with ₹9,399 crore during the corresponding period of the previous year.
Thus, total capital expenditure increased by 20.2% year-on-year up to July.
Focus on Developed Odisha by 2036
Chief Minister Majhi said that the state government is preparing several programmes and initiatives with the objective of building a prosperous Odisha by 2036.
He emphasized that achieving this long-term vision would require substantial investment in infrastructure and other development sectors.
Although revenue collection, programme expenditure and capital expenditure have all increased compared with the previous year, the Chief Minister called for further improvement in all three areas.
He directed the concerned departments to make the revenue collection system more efficient and ensure that capital expenditure is accelerated. He also advised departments to work more proactively so that the state can utilize its capital expenditure allocation effectively and complete development projects at a faster pace.
Senior Officials Attend Review Meeting
Finance Department Principal Secretary Sanjeeb Mishra made the detailed presentation on revenue collection and expenditure during the meeting.
The meeting was attended by Chief Secretary Anu Garg, Development Commissioner D.K. Singh, Additional Chief Secretary to the Chief Minister Shashwat Mishra, Finance Department Special Secretary Yamini Sarangi, along with senior officials of the Finance Department.
The review focused on strengthening Odisha’s fiscal position, improving revenue mobilization, accelerating government expenditure and ensuring higher investment in development and infrastructure projects in line with the state’s long-term vision for 2036.
