Information and Broadcasting Ministry Tightens Programme Code Compliance Rules for Private Satellite TV Channels

Bhubaneswar,  Oct 30 (UDN):   India’s Ministry of Information and Broadcasting has issued guidelines directing all private satellite television channels to strictly comply with the Programme Code while broadcasting news and other content. The guidelines emphasize responsible journalism, public safety, national security, protection of individual privacy and the need to prevent the dissemination of sensitive or objectionable material through television broadcasts.

According to the guidelines, television channels have been advised to exercise particular caution while reporting on sensitive security-related developments, especially anti-terrorism operations. Channels have been directed to refrain from live coverage of ongoing counter-terrorism operations, as such broadcasts could potentially compromise the safety of security personnel, reveal operational details and interfere with the effectiveness of security measures.

The Ministry has also stressed the importance of responsible reporting while covering violent incidents. News broadcasters have been advised to exercise discretion when showing disturbing, graphic or violent visuals and ensure that the presentation of news does not unnecessarily expose viewers to distressing content.

Another important provision concerns the protection of the identity of victims of sexual offences. Television channels must ensure that the identities of such victims remain confidential and that no information or visuals are broadcast that could directly or indirectly reveal their identities.

The guidelines further advise broadcasters to use an accurate map of India and avoid broadcasting content that is communal, inflammatory, anti-national or capable of disturbing public harmony. Channels are expected to ensure that their programmes comply with the applicable rules and regulations and uphold the principles of responsible broadcasting.

The Ministry’s directive underscores the importance of balancing press freedom with national security, public interest, social responsibility and the protection of citizens’ rights. All private satellite television channels have been urged to adhere strictly to the Programme Code and exercise due diligence before broadcasting sensitive news or visuals.
