Bhubaneswar,2nd Aug 2025: The CM Command Center is set to become operational soon, where data from all government schemes in Odisha will be made available through API integration. A monthly review of scheme-related data will be conducted on the third Saturday of each month. To support this, a CM Dashboard will be launched by August 15.
This dashboard will be developed as a unified monitoring system, enabling the Chief Minister, Chief Secretary, and department heads to track and manage the progress of all schemes. This move is aimed at addressing implementation gaps, supporting industrial projects, and achieving the goals of Vision Odisha 2036 and 2047.
Key Decisions & Features:
- 15 new dashboards will be launched by August 15 for real-time monitoring.
- All departments have been instructed to begin preparations and align with this integrated approach.
Secretaries and senior officials are advised to use the PAR-e-Darshan portal, developed by CMGI (Centre for Modernization of Government Initiatives), to:
- Submit district visit notes,
- Provide updates,
- Coordinate follow-ups.
Focus on Performance Indicators:
- A framework (MAP) will be developed to track key performance indicators (KPIs) related to Vision 2036 and 2047.
- A designated team will work in coordination with State Administrative Units (SAUs) to finalize these KPIs.
- These indicators will be linked to the proposed “Developed Odisha Monitoring Mini-Dashboard” for centralized analysis.
- Departments will submit Action Taken Reports (ATRs) on a regular basis for performance reviews.
- The Vision Review Division’s Additional Chief Secretary and the Principal Secretary of the Law Department will oversee this initiative.
- Swift action on POCSO (Protection of Children from Sexual Offences) cases will be ensured, supported by an Emergency Response Support System.
Administrative Modernization:
- Special focus will be placed on the application of Artificial Intelligence (AI) in governance.
- A joint team led by the Additional Chief Secretaries of General Administration and Electronics & IT Departments will prepare a strategic proposal for implementing AI in administrative functions.
Field-Level Monitoring & Education:
- During district visits, secretaries will be required to inspect educational institutions.
- They must ensure the proper formation and functioning of Internal Complaint Committees (ICCs) for addressing internal grievances, especially regarding women.
- Departments are directed to track their achievements and performance metrics using data-driven tools.
- Each department must appoint a nodal officer and form a dedicated team for continuous tracking.
- A Strategic Support Document from the Chief Secretary’s Office will be presented at a government-organized training program, explaining the goals and methodologies involved.
Gender Justice and Legal Oversight:
- Special focus will be placed on fast-tracking investigations of sexual crimes under the POCSO Act.
- The Home Department has been instructed to conduct regular reviews for timely action on these cases.
