Bhubaneswar, May 11 (BNP): A government standing committee has recommended a comprehensive tourism development project worth nearly ₹100 crore for the historic Khandagiri and Udayagiri twin hills near Bhubaneswar, aiming to transform the iconic heritage site into a world-class tourist destination and a matter of pride for Odisha.
While reviewing the 2026-27 budget, the committee urged the Tourism Department to take up the project on priority, considering the immense historical significance of the site associated with Emperor Kharavela.
To improve connectivity and visitor movement, the panel proposed widening the road from the local Sulabh Sauchalaya to the Jagannath Temple at Kolathia. Major infrastructure plans include closure of the road currently dividing the twin hills, construction of a permanent entrance gate, an amphitheatre, and an interpretation centre to showcase the region’s rich heritage.
The committee also recommended relocating the Archaeological Survey of India (ASI) boundary wall, subject to formal approval, and installing a grand statue of Emperor Kharavela at the site.
Highlighting the neglect of the eastern side of Khandagiri and its foothills, the report suggested the development of musical fountains, landscaped plantations, walking parks, and modern lighting systems to enhance the visitor experience.
Special emphasis has been placed on inclusive tourism, with the committee directing authorities to ensure accessibility for senior citizens and differently-abled visitors through the installation of ramps and lift facilities.
Apart from the Khandagiri-Udayagiri project, the Tourism Department has also been advised to support development works at Govardhana Sankaracharya Matha in Puri and Maa Hingula Pitha in Jajpur. The committee further recommended issuing official identity cards to authorised photographers at all major tourist destinations across the state.
