Puri, 8th Sept 2025: After years of hard work, Anushubh has finally been declared successful in the Odisha Civil Services examination. Although he had scored well above the required marks for OAS, his name was not included in the final selection list. Candidates with lower marks than him were selected. Despite not making any mistakes himself and failing to understand where the error was, he lost everything that was rightfully his. However, instead of giving up, he chose to fight for justice through legal means.
After a long 8-year legal battle, Anushubh Gantayat from Koraput has now been appointed as Deputy Collector of Puri district. He will now begin his service as an OAS officer from the holy land of Lord Jagannath.
Anushubh expressed,
> “Even though it came late, I finally got justice. Lord Jagannath gave me the strength to fight this battle and blessed me with the opportunity to begin my service in His sacred place.”
He has been appointed to the first grade of OAS, and after his training, he will take charge as Deputy Collector of Puri.
Anushubh, a bright student from Boriguama in Koraput district, completed his B.Tech degree with distinction from NIT Rourkela. He had applied for the 2017 batch Odisha Civil Services Exam and performed exceptionally well in the preliminary, written, and viva stages. However, despite his performance, the commission rejected his candidature.
After discovering the injustice, he wrote to the Chief Secretary and the Odisha Public Service Commission (OPSC). When all hopes failed, he finally filed a case in the Odisha High Court.
The High Court, in its verdict, stated that injustice was done to Anushubh. The court directed OPSC to include his name in the merit list at the rightful position and forward it to the state government, which in turn had to appoint him within a stipulated timeframe. Additionally, the court ordered that:
His seniority and salary be determined from 2019 based on the merit list,
He be paid ₹1 lakh as compensation, and
A compliance report be submitted to the court.
After various departments including General Administration, Law, Finance, and Revenue processed the court’s order, Anushubh finally received his appointment.
The OPSC, in compliance with the court’s ruling, agreed to pay the ₹1 lakh compensation and submit the implementation report to the court. Even though the General Administration Department had issued clear directives in support of the Chief Secretary’s office, the execution of the order was delayed until now.
