Odisha Cabinet Clears Major Urban and Biotechnology Initiatives

Bhubaneswar, June 7: The Odisha government, under the leadership of Chief Minister Mohan Charan Majhi, has approved a set of key proposals aimed at boosting urban development and scientific innovation in the state.

Among the four proposals cleared in the Cabinet meeting, two new schemes stand out—Mukhyamantri Sahari Bikash Yojana (MSBY) and the Biotechnology Development Programme.

Chief Secretary Manoj Ahuja informed the media that MSBY is designed to strengthen urban infrastructure across Odisha. The scheme aligns with the state’s long-term vision of “Viksit Odisha @2036” and focuses on both improving civic amenities and creating employment opportunities. With a projected investment of ₹6,000 crore over five years starting 2025-26, it aims to roll out 50,000 projects and generate around five lakh skilled and unskilled jobs. Planned projects include town halls, community centers, EV charging stations, cold storage facilities, mini-parks, vending zones, and rainwater harvesting systems.

The Biotechnology Development Programme, also approved by the Cabinet, seeks to promote Odisha as a hub for biotech research and innovation. With a budget of ₹1,113.50 crore over five years, this initiative will encourage collaboration between academic institutions, industries, and research organizations, aiming to unlock biotechnology applications in health, agriculture, and environmental sustainability.

In addition to these schemes, the Cabinet approved a ₹151.78 crore tender for building a storage reservoir across the Badajore River under the Chheligada irrigation project in Gajapati district. It also sanctioned a waiver of ₹2.6 crore in land premium to facilitate the construction of a new facility for the Narcotics Control Bureau in Bhubaneswar.
