Opposition–Ruling Party Showdown Expected as Winter Session Commences

Bhubaneswar,Nov 28:  The Winter Session of the Odisha Legislative Assembly will begin on November 27. The three major political parties have geared up for it and are preparing strategies to put up a strong show. On Wednesday, both the ruling party and the opposition will hold separate meetings to finalize their respective plans for the session. Before that, an all-party meeting will be held in the forenoon under the chairmanship of Speaker Surama Padhi.

On the other hand, in view of President Droupadi Murmu’s visit, the Assembly premises and its surroundings have been brightly decorated, and security arrangements have been tightened.

According to information received, the BJP legislators’ meeting will be held tomorrow (Wednesday) at 6 PM on the Assembly premises. The ruling party will discuss how to respond to various allegations and issues expected to be raised by the opposition and will finalize its strategy. Chief Minister Mohan Charan Majhi, Deputy Chief Minister Kanak Vardhan Singhdeo, Pravati Parida, Government Chief Whip Saroj Pradhan, Deputy Chief Whip Govind Das, all cabinet ministers, and party MLAs will attend.

At 5 PM, the Biju Janata Dal (BJD) legislators’ meeting will be held at Shankha Bhavan. Under the leadership of Opposition Leader Naveen Patnaik, the party will prepare its strategy for the Winter Session. Issues to be raised in the Assembly will be finalized in this meeting.

The Congress Legislature Party meeting will also be held on Wednesday evening on the Assembly premises under the chairmanship of CLP leader Ramachandra Kadam, according to reports.

The Winter Session will continue from November 27 to December 31, covering 29 working days.

On the first day, the President will address the House. This will be the first-ever Presidential address in the history of the Odisha Legislative Assembly — marking a historic and memorable chapter. In view of the President’s visit, the Assembly building and its surroundings have been decorated, and security has been tightened. Roads leading to the Assembly have been beautified, and the interiors are illuminated with colorful lights.

On the second day of the session (28 November), the first supplementary budget for 2025–26 will be presented.
From December 4, discussions on supplementary expenditure demands of various departments will begin.
On December 8, the Appropriation Bill related to the supplementary budget will be introduced.
