Bhubaneswar, July 12, 2025 – In a significant step towards decentralizing the benefits of the Information Technology (IT) revolution across Odisha, the state government has announced the establishment of two new IT towers in Berhampur and Rourkela.
These towers will be developed under the Public-Private Partnership (PPP) model on a Design, Build, Finance, Operate, and Transfer (DBFOT) basis. The Odisha Industrial Infrastructure Development Corporation (IDCO) has already invited Expressions of Interest (EOI) from interested developers.
The Berhampur IT Tower will be a 13-storey structure, including a basement and ground floor, while the Rourkela IT Tower will have 9 storeys with similar specifications. The towers will be equipped with modern facilities including office spaces, parking, data centers, and server rooms to cater to the needs of startups, IT companies, multinational firms, and corporate offices.
In Berhampur, the tower will be set up near the STPI and National Highway 59, with 3.73 acres of land already identified. In Rourkela, the tower will come up near Ring Road and NH-320D, with 2.90 acres earmarked by IDCO.
These projects will be developed as National Investment and Manufacturing Zones (NIMZ) under the central government’s industrial policies. The proposal has already received approval from the Department for Promotion of Industry and Internal Trade (DPIIT).
The initiative, led by the Department of Electronics and Information Technology, Government of Odisha, is aimed at creating world-class infrastructure that supports employment generation and drives digital growth in the state’s emerging urban centers.
