Where cameras are required

In an official communication, CHSE Controller of Examinations Dr Prasanta Kumar Parida directed principals and heads of affiliated higher secondary schools, composite colleges, government schools and other institutions to ensure camera coverage at key examination-related locations.

The mandatory coverage includes:

Examination Management Hub (EMH) strong rooms, where question papers are stored

Examination halls and examination rooms

Centre Superintendents’ offices

Laboratories, particularly in self-financing colleges

Premises of institutions seeking recognition as new examination centres

Question papers must remain under camera surveillance from the moment they arrive at the strong room, and the systems should be operational from the first day of the examinations.

Technical compliance required

CHSE has asked institutions to install DVR/NVR systems with Insta Cloud static IP addresses and serial numbers, along with cameras capable of clear, unobstructed recording and live streaming. Cameras must have accurate date and time settings.

Schools must furnish details such as the institution’s name and code, internet service provider, connection speed, and DVR/NVR make and serial number through the SAMS e-Space portal by November 30.

Strict action for defaulters

The Council has warned that institutions failing to install functional CCTV systems, enable live streaming, or upload the required information within the deadline may lose their status as examination centres for both theory and practical examinations. CHSE may also recommend action against defaulting institutions to the state government.

The directive applies not only to existing centres but also to higher secondary schools that have applied to become new examination centres for 2027; they must install cameras in examination halls and centre superintendents’ rooms before seeking approval.

Why the move matters

The decision is part of CHSE’s broader effort to ensure a transparent, fair and tamper-proof Plus-Two examination process across Odisha. Real-time monitoring from the state headquarters, School and Mass Education Department and District Collectors’ offices is expected to strengthen oversight of examination management hubs and centres.
