State Government Releases Final Notification for Tihidi NAC Paving Way for Civic Infrastructure Growth

Tihidi,April 03: Putting an end to long-standing uncertainty, the government and administration have finally issued the final notification for the Tihidi Notified Area Council (NAC). As a result, the tenure of the Bhattapada Panchayat has come to an end.
After completing all necessary documentation for the NAC, Bhadrak District Collector Dilip Rautray had issued a draft notification on February 12, 2026. The public was invited to submit objections or complaints regarding the proposed NAC to the district administration. A total of 11 objections were received, and after hearings held on February 26, all issues were resolved and the results were published.
Following this, a one-month window was provided to file further appeals at the state level, but no additional complaints were received. Finally, on March 31, the government officially issued the final notification for the new Tihidi NAC.
The draft notification had already outlined boundary demarcation, reservation, and ward division. The new NAC includes a population of 13,866, covering 7 revenue villages, which were reorganized into 14 wards.
Ward reservations include:
General category: Wards 1, 8, 10, 11, 12, 13
Scheduled Caste (Women): Wards 2, 3
Scheduled Tribe: Ward 7
General (Women): Wards 4, 6, 9, 14
With the final notification, the authority of Bhattapada Panchayat over the area has ceased. Similarly, certain wards previously under Maharamapur and Mukundapur Panchayats are no longer under their jurisdiction.
The path is now clear for elections to the Tihidi NAC. While ward reservations have been finalized, the reservation for the Chairperson post is yet to be announced.
Final Notification for Dhamnagar (Dhusuri) NAC
Dhusuri, March 31: The process to establish Dhusuri as a Notified Area Council (NAC), a key commercial hub in Bhadrak district, has reached its final stage.
The Housing and Urban Development Department of the Odisha Government has issued an important letter (No. 9589 dated March 30, 2026) to the District Collector. According to official details, no objections were received against the earlier draft notification regarding boundary demarcation, seat allocation, and reservation.
As per Section 12(3) of the Odisha Municipal Act, 1950, the government has directed the Collector to publish the final notification. The process has been marked as “election urgent,” indicating that elections will be conducted soon.
With NAC status, Dhusuri is expected to witness major improvements in infrastructure, including land management, sanitation, roads, and street lighting. Local residents and intellectuals have expressed strong enthusiasm, anticipating better urban facilities.
It is noteworthy that both Tihidi and Dhusuri from Bhadrak district are included in this list. An official announcement from the district administration is expected soon.
