Odisha to Establish Drone Testing, Training, and Promotion Center to Boost State’s UAV Startups

14th July 2025, Bhubaneswar: As Odisha’s startups gain national recognition for their innovations in drone technology, the state government is taking a significant step to further support this sector by planning to open a dedicated drone testing, training, and promotion center. The facility is proposed to be set up at the Rangailunda Airport under Gopalpur in Brahmapur.

This initiative aims to provide a structured platform for drone developers and related enterprises, ensuring compliance with all regulations issued by the Directorate General of Civil Aviation (DGCA), which oversees civil aviation operations in India. The Odisha Department of Commerce and Transport has already issued a tender invitation to select agencies for developing this center. Interested parties can submit their proposals for providing leased land and managing the drone testing and training infrastructure.

Drone manufacturers (UAV makers) and Remote Pilot Training Organizations (RPTOs) are encouraged to apply. The deadline for applications is at the end of this month, as communicated by the state government.

Odisha already hosts several domestic centers dedicated to drone testing, training, and skill development. These include facilities established by CV Raman Global University, Sky Skill Academy, Training Hub Lab, UDR Technology, and IG Drones. Notably, IG Drones has set up a center in Kalahandi focused on enhancing skills and facilitating employment opportunities in the drone sector.

With this new dedicated center at Rangailunda Airport, the Odisha government aims to strengthen the drone ecosystem, encourage innovation, and create new job opportunities, positioning the state as a leading hub for UAV technology development in India.
