Illegal Conversion of Farmland into Housing Plots Raises Concern in Gajapati’s Paralakhemundi

Paralakhemundi, June 29 (UDN): The alleged illegal conversion and sale of agricultural land as residential plots has emerged as a growing concern in Paralakhemundi town of Odisha’s Gajapati district, leaving several unsuspecting buyers in distress.

According to reports, vast stretches of agricultural land, including Sarad, Bari and Dungar categories, are allegedly being subdivided and sold as residential plots without following the mandatory legal procedures. The plots are reportedly being marketed aggressively through social media platforms, banners and pamphlets despite lacking statutory approvals.

The practice has triggered public concern, with many buyers allegedly facing difficulties after purchasing plots without proper documentation, layout approvals or basic infrastructure facilities.

Town Planning officials have cautioned prospective buyers against purchasing land without verifying essential documents and clearances. “There are no registered real estate firms operating in the town. Many people are buying plots through middlemen without checking whether the land has received planning approval or whether essential amenities have been provided. This often results in problems related to drainage, road connectivity and other civic infrastructure,” a Town Planning official said.

As per existing regulations, agricultural land cannot be directly converted into residential plots without first changing the land classification through the tehsil authorities. Subsequently, layout approval from the competent government authority is mandatory, subject to compliance with prescribed norms relating to roads, drainage systems and other public amenities.

However, allegations suggest that these statutory procedures are being bypassed, leading to unregulated development and increasing the risk of future disputes.

Former revenue officials have also expressed concern over the growing trend of unauthorised plotting, stressing the need for stricter enforcement to prevent misuse of agricultural land and protect the interests of genuine buyers.

Residents and affected purchasers have urged the district administration to intensify monitoring, take action against illegal land brokers and launch awareness campaigns to educate people about safe and lawful land transactions.
