Workshop on Provisional NOC Framework & New Age Technologies for Fire Safety Automation organized

Hyderabad, Aug 19:  CREDAI (Confederation of Real Estate Developers’ Associations of India) Hyderabad,  NAREDCO (National Real Estate Development Council) Telangana, and FSAI and  (Fire and Security Association of India) Hyderabad Chapter, in coordination with the Telangana State Disaster Response and Fire Services Department, Government of Telangana organized a workshop aimed to eliminate regulatory bottlenecks while upgrading life safety infrastructure across high-rise residential, retail, hospitals, hotels, schools, and commercial developments. Key real estate bodies, architects, structural engineers, MEP consultants, fire safety experts, auditors and government officials gathered in Hyderabad for an intensive industry workshop focusing on ‘Streamlining Provisional No Objection Certificates (NOCs) framework  and advocating adoption of New Age Advanced Fire Safety Technologies.’

The workshop follows the withdrawal of the National Building Code of India 2016 and the introduction of the advisory National Building Construction Standards (NBCS) 2026. In response, the Department has formulated draft Provisional NOC documents featuring practical checklists for Residential, Business, Mercantile, and educational occupancies. A major highlight of the session was the introduction of a new service allowing a Single Provisional NOC for Multiple Blocks within a single project, significantly streamlining the approval process for large developers. This risk-based framework aims to establish uniform, practical fire and life safety requirements while removing repetitive and non-essential provisions to enhance the ‘Ease and Speed of Doing Business’ in the state. The department also showcased innovative IoT-based health monitoring sensors that provide real-time data on fire pump status, water levels, and generator readiness, alongside presentations on pressureless aerosols and advanced smoke management systems.

The workshop served as a crucial platform for dialogue between government officials and real estate leaders to eliminate regulatory bottlenecks while upgrading life safety infrastructure across residential and commercial developments. Discussions centred on establishing transparent online processing timelines for Provisional NOCs, standardizing early-stage safety protocols, and mandating the adoption of modern fire mitigation technologies, including IoT-based smoke detection, early-warning suppression systems, and automated flame-dampening devices.

Speaking about the workshop Sri Vikram Singh Mann, IPS, Director General, Telangana Disaster Response & Fire Services Department said “Provisional NOCs are not merely administrative formalities; they are critical roadmaps designed to ensure fire safety is built directly into the architectural DNA of a residential, commercial or retail real estate project . Our objective is twofold: simplifying approval mechanisms through digital transparency and strictly enforcing modern safety standards. By integrating real-time sensor monitoring and early-warning technologies, we aim to transform Telangana into a benchmark state for urban fire resilience and zero-preventable fire casualties.”

According to Sri N. Jaideep Reddy, President, CREDAI Hyderabad “As Hyderabad expands vertically with landmark developments, developer compliance must align with global safety standards. Planning and developing fire safety protocols are essential to any project across the development phases. This joint workshop is designed to provide procedural clarity on the Provisional NOC roadmap, reducing approval friction while holding builders accountable to rigorous safety norms. It also informs the stakeholders about the next generation technologies for fire protection and encourage the industry leaders to adapt them from the blueprint stage, ensuring both investor confidence and end-user safety.”

According to Mr. Manoj Wahi, President, FSAI Hyderabad Fire safety technology has evolved far beyond traditional extinguishers and basic alarm panels. Today’s high-rise environments require real-time IoT diagnostics, AI-driven smoke detection, and integrated building management systems. FSAI is committed to bridging the knowledge gap between tech innovators, developers, and regulators to ensure life-saving equipment is correctly deployed across all ongoing projects.”

The event concluded with a renewed commitment from all stakeholders to foster a safer, more resilient urban landscape in Telangana, setting a precedent for Ease of Doing Business while upholding the highest standards of life safety
