. GST Reforms: Centre Moves to Make Registration and Refund Procedures Easier for Taxpayers

New Delhi, Oct 30 (UDN):   Union Finance Minister Nirmala Sitharaman has announced that the Goods and Services Tax (GST) registration and refund procedures will be simplified further, highlighting key decisions taken at the 57th meeting of the GST Council. The proposed measures aim to make GST compliance easier for businesses, traders, and taxpayers while reducing procedural delays and improving the efficiency of the refund system.

As part of the proposed reforms, the time limit for acknowledging refund applications will be reduced from 15 days to 10 days. This step is expected to help taxpayers receive quicker responses to their refund requests and reduce the waiting period associated with GST-related procedures.

The Finance Minister also stated that refunds of excess cash balances in GST accounts will be automated. The move is intended to simplify the refund process, reduce manual intervention, and make it more convenient for eligible taxpayers to access their surplus funds.

In addition, the procedures for making changes to GST registration details and cancelling registrations will be simplified. These measures are expected to reduce the compliance burden on businesses and make it easier for taxpayers to manage their GST registration requirements.

Another important decision concerns refunds under the inverted duty structure. According to Sitharaman, from November 1, refund benefits will also be available for input services under the inverted duty structure. This provision is expected to provide additional relief to eligible taxpayers who face situations where the GST rate on inputs is higher than the rate applicable to their outward supplies.

Overall, the decisions announced following the 57th GST Council meeting are aimed at making the GST framework more taxpayer-friendly through faster refund acknowledgements, automated refunds of excess cash balances, simpler registration procedures, and expanded refund facilities. The proposed changes are expected to improve ease of doing business and streamline GST compliance for eligible businesses and service providers.

Note: The implementation details and eligibility conditions for the announced measures will be governed by the relevant official GST notifications and guidelines.
