13,000 High Schools Face Shutdown Amid Unresolved Dispute

Bhubaneswar,12th Aug 2025: Teachers have demanded that, after completing a six-year contractual period, they be appointed to regular service with notional increments. Odisha Government High School (Secondary) NPS Teachers’ Association President Purnachandra Aich said that, to press for this demand, 13,000 high school teachers will stage a sit-in protest in front of the State Assembly. He stated that if the government does not fulfill this demand before the upcoming monsoon session of the Assembly, these 13,000 high school teachers will stop teaching and sit on an indefinite dharna (sit-in) in front of the Assembly.

Speaking at a press conference on Sunday, Mr. Aich said that although the School & Mass Education Department had called the association for discussions on fulfilling various demands, including restructuring the cadre of secondary teachers in different categories, no steps have been taken so far.

According to reports, on 16 October 2022, the then government repealed the 2013 contractual recruitment rules by implementing the Repeal and Special Provision Rules-2022. However, in doing so, the government excluded the first batch of contractual teachers appointed between 2004 and 2013 from the benefits available under Rule 9099. Teachers appointed after 2013 are currently receiving these benefits, but those appointed between 2004 and 2013 have been deprived of them.
