No Administrative Restructuring in Odisha Before March 2027

Bhubaneswar, 6th Nov 2025:  For several years now, there has been a demand to reorganize 16 districts into 28 new districts. During the BJD government’s tenure, it was announced that Padampur would be declared a district. However, that promise remained only on paper. The BJP, both before and after the elections, had also stated that once in power, it would fulfill the demand for new districts — but even after the past one and a half years, that has not happened. Now, for the next one and a half years — that is, until March 2027 — even if the state government wants to, it cannot take any executive decision to form new districts.

This is because, in view of the upcoming national Census preparations, the Central Government has directed all states to finalize the administrative boundaries of all districts, tahsils, urban areas, and gram panchayats by December 31.

If the state government had wanted, it could have completed the process of forming new districts before December this year. But since no such process has yet begun, only a few revenue villages may be newly declared by December 31, along with official notifications for them.

Earlier, the state government had already announced the creation of 28 NACs (Notified Area Councils), 7 municipalities, and one municipal corporation, for which notifications have been issued. Preparations are currently underway to complete all these processes.

Census Director Nikhil Pawan Kalyan stated that if the state government wishes to create any new revenue villages, NACs, municipalities, municipal corporations, blocks, tahsils, or districts, all related procedures must be completed by December 31. During this time, if any new areas are to be included within existing urban local bodies or if new wards are to be created, that process must also be finished within the same period.
