14th February 2025: Odisha has been ranked as a ‘medium scoring’ state in the latest Devolution Index Report, with an overall score of 50.03. While the state has made progress in decentralization, it faces challenges in infrastructure and staff capacity.
Odisha scored well in the ‘Framework’ (69.20) and ‘Functions’ (57.46) dimensions, showing progress in panchayat elections and social development functions.
However, it scored lower in ‘Functionaries’ (27.42) and ‘Capacity Enhancement’ (43.43), highlighting the need for improved infrastructure, staffing, and training for elected representatives. The report emphasizes the need for ongoing improvements in these areas.
