Six New Regulations Come into Force Across Various Sectors

Bhubaneswar,  4th Nov 2025:  In the month of November, six new rules have come into effect. These include bank nominees, commercial gas cylinders, and FASTag-related regulations. Changes have also been made in AI-related rules. From November 4, Indian users will get a free ChatGPT Go subscription. Google’s Gemini Pro subscription is also being offered for free.

Commercial Cylinder Price Reduction

The price of a 19-kg commercial cylinder has been reduced by ₹6.50 from Saturday. In Kolkata, the new price is ₹1,694, down from ₹1,700.50. In Chennai, it is ₹1,750, reduced by ₹4.50. In Delhi, the price has fallen by ₹5.50 to ₹1,590.50, and in Mumbai, it is ₹1,542.50 after a ₹5 reduction. There is no change in the price of a 14-liter domestic cylinder used by common households.

Life Certificate Mandatory

Pension for retired employees may be stopped by the central and state governments if the life certificate is not submitted. Life certificates for the current year should be submitted to the nearest bank branch by the end of November. This deadline also applies to beneficiaries who wish to switch from NPS to UPS.

Two FASTag Rules

Vehicles without a valid FASTag or KYC-compliant vehicle registration may be immobilized. In such cases, NHAI banks will send reminders and provide a grace period, so that service is not disrupted. Users now need to upload only the vehicle number plate and the FASTag’s front photo; a side photo is not required. This will simplify the verification process.

Changes have also been made to the toll penalty rules, effective from the 15th of this month. Vehicles without FASTag paying via UPI will have to pay 1.25 times the standard toll, and cash payments will incur double charges.

Free OpenAI Subscription

OpenAI is offering a free one-year ChatGPT Go subscription in India. From November 4, it will be active for Indian users. The subscription normally costs Rs 399. With the new scheme, users will benefit by Rs 4,877. ChatGPT Go is OpenAI’s mid-level premium plan, which now provides enhanced image and chat features.

New Charges for Aadhaar Updates

UIDAI has waived the Rs 125 fee for biometric  updates for children’s Aadhaar cards, making it free for one year. For adults, updating name, date of birth, address, or mobile number will cost ₹75. Biometric updates for fingerprints and iris scans will cost Rs 125.

Up to Four Bank Nominees Allowed

Now, up to four nominees can be added to a bank account, with the option to divide the share among them. This rule has already been implemented and focuses on safeguarding the rights of beneficiaries.
