Bhubaneswar,8th Aug 2025: During school hours, Headmasters/Headmistresses, teachers, and CRCCs (Cluster Resource Centre Coordinators) are reportedly not staying on campus and are attending external programs without proper permission. This is happening without prior approval from superior authorities, causing major disruptions to teaching and learning at both school and cluster levels.
After observing repeated violations of the OCS (Odisha Civil Services) Rules, the Khordha District Education Officer (DEO) has initiated strict measures. All Block Education Officers (BEOs) in the district have been instructed to take disciplinary action against any staff found violating these norms.
According to the OSEPA (Odisha School Education Programme Authority) guidelines, as mentioned in the “Roles of CRCC”, CRCCs are expected to conduct school visits during school hours. If any Headmaster, teacher, or CRCC is found leaving the campus without permission from their superior officer, action will be taken as per the rules.
Lack of Classroom Teaching by Headmasters
There have been ongoing complaints that high school headmasters are not taking classes. Although headmasters are often engaged in school administration and other tasks, it has been observed by education department officials during district visits that they often fail to monitor whether other teachers are actually teaching or not.
According to the rules, headmasters/headmistresses must take at least two classes daily. However, there are frequent complaints that many of them do not take any classes at all, despite having experience, qualifications, and subject expertise. This underutilization of their capabilities has raised concerns.
Department Orders Strict Compliance
In 2024, the Director of Secondary Education sent official instructions to all District Education Officers across Odisha to strictly enforce regulations regarding school staff attending events outside without proper approval.
Yet, despite these instructions, many school staff have continued to attend annual events, felicitation ceremonies, and other functions without informing their superiors. As a result, the Khordha district education administration has once again tightened its stance on this issue.
Old Instructions Reiterated
Back in April 2021, the School and Mass Education Department had already issued a directive stating that headmasters of government schools must actively teach students, serving as the most experienced teachers in the school. Despite this, recent observations indicate that compliance remains poor, prompting renewed administrative focus on enforcement.
