Uniform Shortage Hits 4.5 Lakh Students Amid Delay in Agency Appointment

Chhatrapur, 12th Aug 2025: Due to the delay in selecting a designated agency for supplying uniform dresses to students of primary, upper primary, and secondary schools, students are not receiving uniforms. As a result, more than 4.76 lakh students are attending school without uniform dresses.

The supply agency for this year’s uniforms has still not been selected, causing a significant delay in the distribution of uniforms. It is expected that the selection and supply process will begin in August. The new academic year has already started, and four months have passed. It is estimated that the uniform supply will likely be completed by September.

Women’s groups or other commercial organizations at the block level have applied to supply uniforms for the primary and upper primary levels. By tomorrow, the lists of selected agencies will be sent to the Block Education Officers (BEOs) for further action.

The District Education Officer and the Project Coordinator of the District Comprehensive Education Campaign have informed that once the block-level applications are received, a committee chaired by the District Collector will convene to approve them, after which the selected agencies will be given work orders.

The process to supply uniforms to secondary students, i.e., those in 9th and 10th grades, has not yet begun, according to the District Education Officer. However, it is expected that the uniform supply will be completed by the end of August.

In the district, there are a total of 3,716 primary, upper primary, and secondary schools, with 4,76,515 students enrolled. Among these, 1,770 schools are for classes 1 to 5, 1,290 schools for classes 6 to 8, and 636 schools for classes 9 and 10.

The number of students from classes 1 to 5 is 87,963; from classes 1 to 8 is 9,06,033; and secondary level students number 1,82,519.

Each student at the primary and upper primary level is allotted Rs. 500 for dresses, while secondary students receive Rs. 550 each. For primary and upper primary schools, the funds come under the Comprehensive Education Campaign and are sent directly to the schools. For secondary schools, the money is sent from the office of the District Education Officer.

The funds for the Comprehensive Education Campaign are borne by the Central Government, while the state government provides funding for uniforms for secondary students. Additionally, the state government finances items such as track suits, boots, ties, t-shirts, and identity cards. Each student is allotted Rs. 1,000, which is sent to the schools, according to received information.
