Empowering Young Aspirations: Odisha Enhances Reservation in Professional Education

Bhubaneswar, June 3: In a major step towards strengthening educational equity and expanding opportunities for students from historically underrepresented communities, the Odisha Government has implemented a significant enhancement of reservation in technical and professional education across the state. The move is expected to benefit thousands of aspiring students and create broader pathways to careers in science, technology, medicine, and other professional fields.

The revised reservation policy, formally notified by the Department of ST & SC Development, Minorities and Backward Classes Welfare, will come into effect from the 2026–27 academic session. The decision follows approval by the State Cabinet and reflects the government’s commitment to ensuring that access to quality higher education is both inclusive and aligned with social justice principles.

Chief Minister Mohan Charan Majhi had earlier announced the Cabinet’s decision, underscoring the importance of ensuring that students from all sections of society receive fair and meaningful opportunities to pursue professional education and build secure futures.

Under the new framework, reservation for Scheduled Tribe (ST) students in technical education has been increased from 12 per cent to 22.50 per cent. Similarly, the quota for Scheduled Caste (SC) students has been raised from 8 per cent to 16.25 per cent. In a landmark inclusion, the state has also introduced an 11.25 per cent reservation for Socially and Educationally Backward Classes (SEBC) students in technical education—an entitlement that was not previously available in this segment.

Officials said the revised structure brings technical and professional education in line with the reservation framework already implemented in government employment and general degree education, ensuring greater consistency and fairness across sectors.

The policy will be applicable across a wide range of institutions, including state universities, affiliated colleges, technical universities, Industrial Training Institutes (ITIs), Polytechnics, and other professional training institutions. It will cover diverse disciplines such as Engineering, Technology, Medicine, Surgery, Dental Sciences, Nursing, Pharmacy, Management, Computer Applications, Agriculture, Veterinary Sciences, Architecture, Planning, Ayurveda, Homeopathy, Allied Health Sciences, and other emerging technical fields.

Beyond numerical allocation, the initiative is expected to have a deeper social impact by improving access for students from rural, tribal, and economically disadvantaged backgrounds. For many families, admission into professional courses represents a transformative opportunity that can significantly improve livelihood prospects and long-term economic stability.

The government has stated that the reform is designed not only to increase representation but also to empower students with the skills and qualifications needed to participate more effectively in a rapidly evolving job market. By widening access to technical education, Odisha aims to build a more inclusive knowledge-based economy driven by talent and opportunity rather than barriers of background.

Education experts and policymakers note that equitable access to professional courses plays a crucial role in shaping social mobility and reducing disparities in higher education outcomes. The enhanced reservation policy is therefore expected to contribute to long-term human resource development and strengthen Odisha’s position in technical and professional education at the national level.

The implementation of the policy across institutions from the upcoming academic session signals the government’s intent to ensure timely execution and immediate impact for incoming student cohorts.
