Bhubaneswar,Aug 6 [UDN}:The Higher Education Department has decided to strictly implement the norms prescribed by the National Council for Teacher Education (NCTE) in all teacher education institutions across the state. As part of the move, faculty members teaching in B.Ed. colleges who do not possess the mandatory M.Ed. qualification will be required to obtain the degree.
According to the department’s directive, teachers lacking the prescribed qualification will be allowed to pursue a two-year M.Ed. programme while being relieved from their regular teaching responsibilities. During this period, institutions have been instructed to appoint guest faculty to ensure that academic activities continue without disruption.
The decision follows NCTE regulations, which mandate that teacher educators in B.Ed. institutions must possess two relevant postgraduate qualifications, including an M.Ed. degree, as specified in Appendices 4 and 5 of the NCTE norms. Despite these provisions, several institutions had appointed faculty without the required M.Ed. qualification.
After complaints were received by the NCTE regarding these appointments, notices were reportedly issued to 15 colleges. In response, the Higher Education Department has directed universities, registrars, and the heads of teacher education institutions to ensure full compliance with the regulatory framework.
Eligible teachers will be given an opportunity to enroll in one of the designated institutions offering the two-year M.Ed. programme. Institutions have also been asked to obtain willingness from such faculty members, make the necessary academic and administrative arrangements for their study leave, and maintain uninterrupted teaching by engaging guest lecturers wherever required.
The department stated that the initiative is aimed at improving the quality of teacher education and ensuring that all institutions function in accordance with NCTE standards.
