Odisha to Roll Out Centralised Facility Management System in Government Colleges

Bhubaneswar, July 1 (UDN): The Odisha Higher Education Department has decided to introduce a centralised Facility Management Services (FMS) system across government colleges and teacher education institutions, aiming to streamline the management of non-academic support services.

Under the new system, the existing practice of hiring manpower through multiple outsourcing agencies will be phased out. Instead, essential services such as housekeeping, security, maintenance, and other support functions will be managed through a unified, centrally coordinated framework overseen by the Higher Education Department.

The department has issued detailed instructions to principals of all government colleges and teacher education institutions, directing them to submit information on their manpower requirements as part of the transition process.

Officials said the initiative is intended to improve efficiency, ensure uniform deployment of support staff, and bring greater transparency and consistency in the management of non-teaching services across educational institutions.

Colleges have been asked to upload the required data through the Higher Education Management Information System (HIMS) portal by July 3, 2026. The information will help the department assess the overall manpower requirement and facilitate the implementation of the new centralised system.

The move is expected to strengthen institutional administration by creating a more efficient and standardised framework for managing essential support services across Odisha’s government higher education institutions.
