Bhubaneswar,June 9: Reservation Implemented in Technical Education
From the Current Academic Year:
ST students: 22.5% reservation
SC students: 16.25% reservation
SEBC students: 11.25% reservation
A Major Decision by the Mohan Government

From the current academic session (2026–27), an enhanced reservation system will be implemented for admissions into professional and technical education institutions in Odisha. Students belonging to the Scheduled Tribes (ST) category will receive 22.5% reservation, Scheduled Castes (SC) will get 16.25%, and Socially and Educationally Backward Classes (SEBC) will receive 11.25% reservation. This reservation policy will apply to professional courses including medical and engineering education.
The Mohan government had approved this landmark proposal on April 4. Chief Minister Mohan Charan Majhi had directed the concerned departments to implement it immediately. Today, the Department of ST & SC Development, Minorities & Backward Classes Welfare officially issued a formal notification regarding the decision.
Several efforts had been made earlier to ensure justice in the field of education for ST, SC, and SEBC students, but no previous government had succeeded in fully implementing such measures. After the BJP government came to power in the state, priority was given to this issue. Within just two years, the Mohan government has taken a significant step toward ensuring educational justice for students from backward communities.
The decision had been approved during the Cabinet meeting held on April 4. A memorandum has now been issued by the SC, ST and Backward Classes Welfare Department. After 79 years of independence, backward-class communities are finally receiving this long-awaited educational justice.
According to the recommendations of the Policy Planning Committee constituted under Section 4 of the Odisha Professional Educational Institutions (Regulation of Admission and Fixation of Fee) Act, 2007, the state government increased reservation for ST students from 12% to 22.5%. Similarly, reservation for SC students has been raised from 8% to 16.25%.
Earlier, there was no reservation provision for SEBC students in professional education. Under the new government, SEBC students will now receive 11.25% reservation in technical and professional education.
The reservation policy will apply to all universities, affiliated colleges, educational institutions, ITIs, and polytechnics in the state offering courses in:
Engineering and Technology
Management
Computer Applications
Medicine and Surgery
Dental Sciences
Nursing
Pharmacy
Allied Health Sciences
Veterinary Science
Ayurveda
Homeopathy
Agriculture and Allied Sciences
Architecture and Planning
Cinematic Arts and Technology
and other courses notified by the state government from time to time.
The reservation will apply to certificate, diploma, undergraduate, and postgraduate level programs.
