Bhubaneswar, September 1, 2025 : On the occasion of State-Level Local Self-Governance Day, the Government of Odisha has unveiled a series of transformative initiatives aimed at strengthening urban administration and ensuring equitable access to government services across the state.

In a major development, the state government announced the creation of 7 new municipalities and 16 new Notified Area Councils (NACs), marking a strategic move to accommodate growing urban populations and improve administrative outreach in emerging urban centres.
As part of its continued focus on social welfare, 394 economically weaker families in Bhubaneswar have been granted housing allotments, reinforcing the state’s commitment to inclusive urban development and dignified living.

To enhance transparency and service delivery in urban areas, the government has expanded its flagship ‘Sahajog’ initiative to all Urban Local Bodies (ULBs). This initiative is designed to streamline access to public services and ensure that the benefits of various welfare schemes reach all eligible citizens efficiently.
In a step toward digital transformation in public transport, the Chief Minister launched the National Common Mobility Card—a unified, cashless payment system for travel. Additionally, the ‘Ama Bus’ WhatsApp-based ticketing service was introduced, making public transport more accessible and user-friendly for daily commuters.
The state also made substantial investments in urban infrastructure and sustainability. Projects worth over ₹157 crore were inaugurated, including 43 multipurpose community centres, Material Recovery Facilities (MRFs), and plasma pyrolysis units for waste management. The foundation stones for 6 new cattle shelters (gaushalas) were also laid, underlining Odisha’s commitment to animal care and rural livelihoods.
Addressing the public on this significant day, the Hon’ble Chief Minister conveyed his greetings to all citizens and emphasized the pivotal role of local governance in a vibrant democracy.
“Providing fundamental services to the people is a moral responsibility of the government. However, this cannot be achieved by central or state governments alone. Strengthening local governance systems—in both rural and urban areas—is essential to achieving this goal,” the Chief Minister said.
He also called upon local elected representatives to serve with greater accountability and responsiveness to fulfill the aspirations of the people.
The Chief Minister extended his heartfelt appreciation to all municipal officials, elected representatives, and employees who have contributed to making Odisha’s local governance system one of the most robust in the country.
With these announcements, Odisha reaffirms its dedication to decentralized governance, citizen empowerment, and sustainable urban growth.
