Bhubaneswar, October 11: In a significant move towards structured urban development, the Odisha Government has approved the draft proposal for Town Planning (TP) Scheme-8. This initiative marks another milestone in the transformation of Bhubaneswar into a well-planned, sustainable urban hub. The approval has been officially published in the Odisha Gazette.
TP Scheme-8 will be rolled out across 560.86 acres of land in the Andharua and Daspur mouzas. The Bhubaneswar Development Authority (BDA) will lead the implementation of the scheme, which forms a vital component of the state’s long-term urban planning strategy.
As part of the scheme, participating landowners will contribute 40% of their land for the development of public infrastructure. The remaining 60% will be returned to them as part of a well-developed urban layout. The reconstituted land will benefit from enhanced infrastructure, which is expected to significantly raise its market value.
The scheme envisions robust infrastructure development, including well-planned roads varying in width from 9 metres to 60 metres, integrated drainage systems, reliable water supply, sewerage, and upgraded electricity networks. This holistic approach aims to improve overall connectivity, public amenities, and livability for residents.
TP Scheme-8 is part of the broader ‘Samrudha Sahara’ initiative—a flagship urban transformation programme aimed at turning Odisha’s cities into engines of economic growth through systematic land pooling and planned urban expansion. The project also aligns with the Comprehensive Development Plan (CDP) 2010, reinforcing the vision of a more organized, efficient, and vibrant Bhubaneswar.
