Bhubaneswar, June 9 (UDN): In a major step towards sustainable urban development and environmental rejuvenation, the Odisha Cabinet on Monday approved the ambitious Waterfront Development Scheme with a budgetary outlay of ₹500 crore to be implemented over the next five years.
The flagship initiative aims to revitalize riverfronts and urban water bodies across selected cities in Odisha, converting them into vibrant public spaces that combine ecological restoration, tourism potential, and community engagement.
Under the scheme, the Housing and Urban Development Department will lead the planning and execution process in coordination with Development Authorities and Urban Local Bodies (ULBs). The programme is expected to create attractive waterfront destinations while ensuring environmental sustainability and long-term urban resilience.
Officials said the project will focus on restoring degraded river ecosystems, improving waterbody conservation, and developing accessible recreational spaces for residents and visitors. The initiative is also expected to enhance the aesthetic appeal of urban centres, improve public amenities, and encourage greater community interaction with natural resources.

Apart from environmental benefits, the scheme is projected to stimulate local economies by promoting tourism, cultural activities, and small-scale business opportunities around redeveloped waterfront zones. Special emphasis will be placed on preserving and showcasing Odisha’s rich cultural heritage, traditional practices, and local art forms associated with riverfront communities.
The government has also highlighted the scheme’s role in strengthening climate resilience. Planned interventions will include improved flood management systems, adaptive infrastructure, and sustainable urban planning measures aimed at mitigating the impacts of extreme weather events and urban flooding.
Ensuring social inclusion remains another key objective of the programme, with provisions for creating safe, accessible, and people-friendly public spaces catering to citizens across age groups and socio-economic backgrounds.
Describing the decision as a landmark urban development initiative, the state government said the Waterfront Development Scheme reflects Odisha’s vision of integrating environmental conservation, economic growth, and inclusive development to create cleaner, greener, and more livable cities.
The project is expected to emerge as a transformative model for urban renewal, helping cities across Odisha unlock the social, economic, and ecological potential of their riverfronts and water bodies.
