Bhubaneswar, Sept 17 [UDN}:The Odisha Cabinet has approved a total of 18 important proposals submitted by 12 different departments, taking significant decisions aimed at strengthening administration, improving service delivery and streamlining government functioning across the state.
One of the key decisions relates to the Micro, Small and Medium Enterprises (MS&ME) Department, under which the government has approved the formulation of the “Odisha Ministerial Services Rules, 2026” for the 31 District Industries Centres (DICs) functioning across Odisha.
The new rules are expected to provide a structured framework for the functioning and management of the ministerial establishment in the District Industries Centres. They will regulate matters relating to the appointment, promotion and service conditions of Junior Assistants, Senior Assistants, Assistant Section Officers (ASOs) and Section Officers (SOs).
The Cabinet decision is aimed at bringing greater uniformity and clarity to the service structure of employees working under the district-level industrial administration. By establishing clearly defined service rules, the government intends to streamline personnel management and create a more efficient administrative mechanism.
The decision to reorganise the district ministerial cadre is also expected to strengthen administrative efficiency. The restructuring will help ensure that manpower is deployed more effectively and that responsibilities are clearly defined at the district level.
The government expects the measures to contribute to faster decision-making, improved coordination among officials and timely delivery of public services. The reforms are particularly significant for the District Industries Centres, which play an important role in promoting industrial development, supporting entrepreneurs, facilitating MSME activities and implementing various government schemes for small and medium enterprises.
The Cabinet meeting, which considered proposals from 12 departments, thus marks another step towards institutional and administrative reforms in Odisha. The approval of the 18 proposals is expected to facilitate smoother implementation of government programmes and improve the efficiency of the state machinery.
Officials and employees covered by the new service framework will now have clearly defined provisions governing recruitment, promotion and other service-related matters. The restructuring of the district cadre is expected to provide a more systematic administrative structure while ensuring that citizens and entrepreneurs receive government services in a more efficient, transparent and time-bound manner.
