Bhubaneswar:June 9: Odisha’s higher education system is set for a major transformation. The government plans to emphasize quality education through the use of advanced technology. Information related to all universities will be available on a single portal.
From admissions to expenditure details, all data will be integrated into a centralized digital platform called the Chancellor Information Management System (Chancellor Portal). This portal will function as a centralized digital platform enabling inter-university collaboration. It will include information related to e-counselling, academic monitoring, student records, examination management, grievances, scholarships, and other academic services, according to senior government officials.
Centres of Excellence in Five Universities
The state government plans to establish Centres of Excellence in five universities:
Utkal University
Rama Devi Women’s University
Fakir Mohan University
Sambalpur University
Gangadhar Meher University
To reduce human intervention and reform examination and evaluation systems, the government plans to introduce an AI-integrated examination system. This is expected to improve transparency and streamline examination management processes.
Odisha Institutional Ranking Framework (OIRF)
To encourage quality education and competitive spirit among higher educational institutions, the government is planning to introduce its own ranking mechanism called the Odisha Institutional Ranking Framework (OIRF). The Higher Education Department stated that this framework would help improve institutional performance in NAAC and NIRF rankings.

The government also aims to promote innovation and make universities more multidisciplinary through the establishment of a Digital University.
Internationalisation of Higher Education
Through an Edu City Master Plan, the Odisha government aims to internationalize higher education in the state.
Currently, around 2,900 foreign students are studying in Odisha. The Higher Education Department is preparing a roadmap to increase this number to 10,000 by 2029.
To support this initiative:
International hostels for foreign students will be constructed
Odisha will be developed as a global education hub
A roadmap is being prepared to attract:
25,000 foreign students by 2036
50,000 foreign students by 2047
The government has also prepared a roadmap for developing Green Energy Campuses.
Additionally, during the conference, Vice-Chancellors were instructed to arrange opportunities for students to listen to Prime Minister Narendra Modi’s “Mann Ki Baat” programme within university campuses.
