As someone who belongs to a tribal community and has personally witnessed the harsh realities of poverty, I firmly believe that understanding the plight of the underprivileged does not require the lens of “poverty tourism” or orchestrated photo sessions. Real change comes from within — from lived experiences, empathy, and a commitment to inclusive governance.

Our government stands firmly with the people — a government of the people in its truest sense. Today, even the most marginalized individuals in our state can directly connect with me and our ministers. This is because I have never seen myself as a ruler but as a chief servant, inspired by the Hon’ble Prime Minister Shri Narendra Modi’s philosophy of “Sevak Bhaav”. This approach has helped dismantle the artificial walls that once separated the administration from the common citizen.

Our collective mission is to transform Odisha into a Samruddha Odisha (Prosperous Odisha) by the year 2036. Over the next 11 years, we are committed to elevating Odisha into the league of India’s top five developed states. Achieving this vision is not possible without the upliftment of our tribal and Scheduled Caste populations, who make up nearly 40% of our state’s population.
We recognize that the development of tribal communities is not just a matter of policy — it is a moral and constitutional duty. That’s why our government is making concerted efforts across various sectors:
Livelihood Empowerment: Mukhyamantri Janajati Jeevika Mission
Under the Mukhyamantri Janajati Jeevika Mission, we are strengthening tribal livelihoods through skill development, entrepreneurship, and sustainable resource management. These initiatives are designed to ensure long-term economic self-reliance.
Education: Laying the Foundation for Change
To ensure educational access and equity, we’ve launched the Sahid Madho Singh Haata Kharacha Yojana at the secondary and higher secondary levels, removing financial barriers for tribal students.
We are also transforming residential schools into modern institutions through the Sahid Laxman Nayak Adarsha Ashram Vidyalaya Yojana, ensuring holistic development and quality education in a nurturing environment.
Preserving Identity: Culture, Language & Heritage
- Culture is the soul of any community. We are committed to preserving and promoting tribal heritage through:
- Adivasi Sanskriti O Aitihya Bhavan – A dedicated cultural hub for tribal traditions and knowledge.
- Adivasi Bhasha Pratisthan – An institution to protect and promote tribal languages, many of which are at risk of extinction.
Holistic Development: Health, Security & Inclusion
Our government is addressing every facet of tribal welfare — from health and nutrition to social security. We are working towards a future where no tribal family is left behind, where every child receives quality education, and where every voice is heard.
The Adibasi Shakti Samabesh is a landmark initiative that aims to bring all stakeholders together — government, communities, and civil society — to co-create solutions and ensure tribal aspirations are not just heard but fulfilled.
National Commitment, Local Action
The Hon’ble Prime Minister, Shri Narendra Modi, has placed significant emphasis on tribal development over the past 11 years. Initiatives like:
- PM JANMAN (Viksit Bharat Sankalp Yatra)
- PM-AJAY (Anusuchit Jaati Abhyuday Yojana)
- Pradhan Mantri Adarsh Gram Yojana
- Janjatiya Gaurav Divas, celebrated in honor of Bhagwan Birsa Munda,
…have contributed immensely to mainstreaming tribal India.

Today, tribal culture is not just surviving — it is thriving and becoming an integral part of Odisha’s cultural identity. Our government is dedicated to ensuring that the rich traditions, languages, festivals, and arts of our indigenous communities continue to shine on the national stage.

We know that Odisha’s collective progress is impossible without the upliftment of our tribal communities. Until every member of this 40% demographic has access to opportunity, dignity, and empowerment, our journey remains incomplete.
