Odisha Government to Revamp Self-Help Group (SHG) Structure

8th April 2025: The Odisha government is planning a complete overhaul of the Self-Help Group (SHG) system in the state, aiming to link every household to an SHG. Previously, many families were excluded from this initiative, and some women’s groups were even removed under the prior administration.

The new initiative, led by the Women and Child Development Department, seeks to ensure that every family has the opportunity to join an SHG. Special attention will be given to creating leadership opportunities for women at the grassroots level, empowering them with key roles in the groups.

This restructuring will involve reorganizing SHGs this month, with new appointments at both district and state levels for various SHG categories, including JPLF and CLF. Those who have served for more than two consecutive terms will be replaced. These changes are designed to promote transparency and accountability, which were previously lacking, as there was no proper registration or auditing of SHGs.

The government is also committed to ensuring that all eligible women receive financial support through the “Subhadra” scheme, which aims to assist women’s development. The new administration plans to provide aid to qualified beneficiaries, irrespective of political or social backgrounds.

In the coming months, a detailed survey will be conducted to identify eligible women, and they will be granted financial support. This initiative is part of a broader effort to empower women and improve their socio-economic status in Odisha.
