Launch of ‘Jail Panchayat’ in Odisha to Empower Prisoners

8th April 2025: Odisha has introduced a pioneering initiative called the ‘Jail Panchayat’ to empower prisoners and safeguard their rights. This system enables inmates to elect their own representatives, such as Sarpanches and other officials, within the prison, allowing them to engage in the democratic process. Elections for this initiative were held in various correctional centers across the state, with newly elected members taking their oaths in around 87 institutions.

The primary goal of ‘Jail Panchayat’ is to strengthen democratic principles within prisons by granting inmates the right to vote and participate in governance. It also aims to improve prison management, foster community building, and promote the welfare and human rights of prisoners. Through this system, inmates will collaborate with jail authorities and superintendents to address issues and find solutions, thus enhancing the overall functioning of the prison.

This initiative encourages prisoners to take an active role in their own rehabilitation, offering them a sense of responsibility and empowerment. By allowing inmates to participate in decision-making, the ‘Jail Panchayat’ not only improves governance but also contributes to the overall well-being and positive transformation of the prison environment.
