Bhubaneswar, July 30 (UDN): Odisha and Japan’s Tottori Prefecture have initiated discussions to build a long-term strategic partnership focusing on investment, industrial growth, skill development, tourism, education, culture, and technology. The initiative aims to deepen economic and cultural engagement while opening new opportunities for collaboration between the two regions.
The roadmap for future cooperation was discussed during a high-level meeting chaired by Odisha Chief Secretary Anu Garg, who welcomed a 13-member delegation from Tottori Prefecture led by its Chief Secretary Toshiaki Endo.
Addressing the delegation, Garg highlighted Odisha’s historical maritime links and shared Buddhist heritage with Japan, describing them as a strong foundation for expanding modern-day cooperation. She invited Japanese industries to explore investment opportunities in Odisha, particularly in green energy, advanced manufacturing, research and innovation, skill development, fisheries, and the blue economy. She also emphasized the state’s growing industrial ecosystem, extensive coastline, and investor-friendly environment as key advantages for global businesses.
Additional Chief Secretary Hemant Sharma, who oversees the Industries, Housing, and Information & Public Relations departments, said Odisha and Tottori share a common vision of sustainable development driven by innovation and inclusive economic growth. He noted that combining Japan’s technological expertise with Odisha’s natural resources, skilled workforce, and improving infrastructure could unlock significant opportunities in manufacturing and industrial development.
A major focus of the discussions was a proposed Friendship Agreement between the Government of Odisha and Tottori Prefecture. The agreement is expected to strengthen cooperation in small and medium enterprises (SMEs), workforce exchange, employment generation, academic partnerships, student exchange programmes, tourism promotion, and institutional collaboration.
The Japanese delegation also expressed interest in expanding cooperation in resource development and strengthening economic ties. Welcoming the proposal, Tottori Chief Secretary Toshiaki Endo said closer engagement between Odisha and Tottori would reinforce the broader India-Japan partnership while creating long-term benefits for both regions.
Tourism and cultural exchange featured prominently during the meeting. Both sides explored ways to promote Buddhist heritage tourism, facilitate exchange visits, organize cultural festivals, encourage language education, and showcase the traditional arts and cultural heritage of Odisha and Tottori. Collaboration between non-governmental organizations and cultural institutions was also discussed.
To ensure steady progress, officials agreed to establish regular government-level interactions, coordination mechanisms, and joint action plans. A detailed implementation roadmap will be prepared to identify priority areas and translate the proposed partnership into concrete projects.
The meeting was attended by senior officials from Odisha’s Tourism, Culture, Skill Development and Technical Education, Sports, and MSME departments, along with representatives from IPICOL.
The Tottori delegation includes senior officials from tourism, commerce, logistics, welfare, employment, and international cooperation agencies. As part of their three-day visit to Odisha, the delegation will tour major tourist attractions and institutions, including the World Skill Development Centre in Bhubaneswar, while holding discussions with various departments to identify potential areas for collaboration.
The Governor of Tottori Prefecture is also expected to visit Odisha in November, a move that is likely to further strengthen the emerging partnership and pave the way for formalizing bilateral cooperation.
