Bhubaneswar, April 4: The Odisha University (Amendment) Bill-2024 has been successfully passed in the state Assembly after intense discussions between ruling and opposition members. The amendment introduces crucial changes in the governance structure of state universities, particularly concerning the appointment of Vice-Chancellors (VCs).
According to the new law, Vice-Chancellors will now be able to serve up to the age of 70. The procedure for selecting a VC has also been revised. A selection committee, consisting of three members, will be responsible for recommending candidates. This committee will ensure that the candidates are not involved in any legal issues or corruption.
The amended law also sets a 4-year term for VCs, with the possibility of reappointment for a second term, contingent on approval from the state government. In cases of retirement, a senior professor will temporarily take over the VC’s duties until a permanent appointment is made.
This legislative change is expected to address the administrative challenges faced by many of Odisha’s universities, where several institutions have been operating without permanent VCs for an extended period. The state government has expressed confidence that this reform will enhance academic leadership, improve research output, and streamline faculty recruitment in state-run universities.
